Dr. Pradipto Bandyopadhyay presents his credentials...
Writer, Editor,Broadcaster,Administrator and  Communicator in the field, Dr. Pradipto(Pradip) Bandyopadhyay holds a Ph.D degree in Social Anthropology. He had initial  grounding and a Post-Graduate degree in English Literature, and so he brings multi-disciplinary approach in discussions and analyses on various cultural and social issues. He has over thirty four years of experience in various mass media units in India and abroad.

Essentially a Researcher and a Poet, Dr.Bandyopadhyay has developed special interest in Mass Media and Communication-its theory and application at the grassroots and vice versa.
      
Dr.Bandyopadhyay has performed Quasi-Judicial functions (1987- 1992) in the Central Vigilance Commission. He has a fair amount of knowledge of Rules,Regulations, Statutes and concerned legal provisions. He has also worked in the areas of Public Administration.
Dr.Bandyopadhyay has specialised in the tribal societies of several parts of North-eastern India and contributed to the understanding of the peculiar problems of transition and development in those societies. In fact, he is one of the few writers who have carried out research and written extensively on socio-cultural and related issues pertaining to his home state, West Bengal,North eastern states and the neighbouring country, Bangladesh.

Dr.Bandyopadhyay was born  in the farm house of  his maternal grandfather  at BAJEBUJONG village near Rampurhat in Birbhum district of West Bengal.He appeared at the Indian Administrative Service Etc, Examination in the year 1973 and on successful completion  he was allotted  Central Information Service(later christened Indian Information Service) in the year 1974.
Before joining Government Service Dr.Bandyopadhyay taught English language and Literature in two colleges under the University of North Bengal—Mathabhanga College in Coochbehar district  and Siliguri College in Dajeeling district.
                 As stated in the foregoing paragraphs, Dr. Bandyopadhyay has got interest in multiple areas and disciplines. .  He has an abiding interest in the northeastern states, mass media and communication studies,socio-anthropological subjects, History of Bengal, Folk Lore , Indology. Natha Cult, literature, poetry and music and Santali language. He has edited and reprinted some of the important books written by his Grand father, Dr. Prabhas Chandra Bandyopadhyay

During his long tenure in Government service  Dr.Bandyopadhyay advocated for greater media coordination both at the field and headquarters levels to ensure better impact. While working as Director General(News) in All India Radio his singular achievements include introduction of News Bulletins in BHOJPURI language from Gorakhpur and Varanasi Stations of All India Radio.  This was widely appreciated by the speakers of the language in India and abroad. He introduced many changes in content generation, format and in the process a lot of new initiatives in news broadcasting.  Even the number of news bulletins in various regional languages and dialects was increased at many AIR Stations throughout the length and breadth of the country. But the most significant initiative was perhaps the evolution of a comprehensive STYLE BOO for AIR News.

He runs a Trust in memory of his Grandfather, called PRABHAS CHANDRA MEMORIALTRUST FOR DEVELOPMENT RESEARCH to promote the ideas and lifetime achievements of Dr. Prabhas Chandra Bandyopadhyay. In different fields.

MEDIA EXPERIENCE.
           Dr. Bandyopadhyay joined the Indian Information Service (IIS) in 1974 after a teaching stint of about four years in English Literature in colleges under the University of North Bengal.He has had multi-media exposure as given below:
1)   AUDIO AND AUDIO-VISUAL MEDIA .
Worked in All India Radio ,General News Room, New Delhi as Asst. News Editor/ Correspondent upto November, 1976. During the  Period compiled News Bulletins and worked in the pool desks( Home and   Foreign). As Correspondent in New Delhi covered various events and functions.Duringthe period also compiled News Bulletins for Jalandhar Station of Doordarshan .In those days the bulletins were prepared in Delhi and sent to Jalandhar Station for telecast  

2)   MULTI-MEDIA EXPERIENCE  IN THE FIELD.
       Worked as Regional Officer ( North East), Directorate of Field Publicity in   Shillong from December 1976 to July 1980. During the said assignment , he  was in charge of Field Publicity Units spread over Assam,Meghalaya, Mizoram, Tripura and Arunachal Pradesh. In addition to various administrative tasks, he was engaged in mass communication work at the Grassroots level in a multi-ethnic and multi-media situation.      
Was also the Chairman of the Inter- Media Publicity Coordination  Committee (IMPCC) for proper coordination and supervision of media activities in the Region.
Did special assignments of CONTENT ANALYSIS of newspapers in Assam, Meghalaya and Mizoram at the behest of the Second Press Commission.
                                
  Guest Speaker in a number of Institutes in the North Eastern Region on Mass  Media.
3)   PUBLIC RELATIONS WORK.
               Posted as Public Relations Officer with the Ministry of Defence in Shillong  from July 1980 to February,1984.
               Was responsible for multi-media coverage of defence assignments Including Internal security duties being carried out by the Army and the Air Force in various parts of the North East during the period.   In addition to routine coverage, conducting Press Parties, writing features etc., did various special assignments on defence activities specially in the border areas, and civic action programmes and air dropping operations by the Indian Air Force in hilly and inaccessible areas.
4)  MULTI-MEDIA DEFENCE COVERAGE IN DELHI.
               Posted as Joint Director(Defence) in New Delhi from February 1984 to October1987. Many special media related assignments were handled.
   Contributed features/ background material on defence for the Armed  Forces Corner being published during the period in the Times of India; and the Hindu in all their editions once a month.
                                                        
            Organised Doordarshan programmes on the Armed Forces being telecast by DDK, New Delhi under the heading’Sainikon Ke Liye’ .Important activities of the armed forces--Army, Navy, and the Air Force and the   Ministry of Defence were covered in the said programme.
Wrote scripts for these programmes.
          Worked as Coordinator for the Special Army Day Number of ‘Sainik Samachar’, the Armed Forces Pictorial Weekly.  Also edited Sanik Samachar ,whenever the incumbent Editor in Chief was on leave .
Contributed a number of articles on defence matters in the said  Weekly both in English and Bengali.
5) QUASI-JUDICIAL ACTIVITIES
          Posted as Commissioner for  Departmental Inquiries in the Central Vigilance  Commission from October 1987 to October 1992.
          During the said period heard a large number of disciplinary cases in various Government departments, public sector undertakings and nationalised Banks.
          Wrote more than 300 ( three hundred) judgements during the same period.  
           Delivered a large number of lectures and key-note addresses on vigilance matters , disciplinary proceedings and related legal aspects in various Institutes throughout the length and breadth of the country . This includes the Railway Staff Training College at Baroda.
          Also functioned as Media Coordinator for various events/ Seminars etc organised by the Central Vigilance Commission.
6) PRESS INFORMATION      
           While posted in the Press Information Bureau in New Delhi looked after various assignments which include photo publicity, features, graphic information,media feed-back, press clipping and vigilance work in the Organisation.                
          Delivered lectures on vigilance,evidence and related case laws and also mass media and communication on request from various Institutes.
7) MINISTRY OF RAILWAYS
          Posted as Director, Public Relations,Ministry of Railways (1994-95) The duties included media coverage in respect of the Ministry of Railways and various organisations under the Ministry.
8) FOREIGN ASSIGNMENT IN DHAKA, BANGLADESH
            
           Special Correspondent of All India Radio and Doordarshan (later Prasar Bharati) and attached with  the Indian High Commission,Dhaka (October, 1995---May, 2000).
9) ALL INDIA RADIO:
  
           Worked as Addl. Director General, News in the News services Division,All India Radio, New Delhi (June , 2000 to February, 2001).
10) DPR (DEFENCE):
          Posted as Addl. P.I.O, DPR Defence  Looked after the media work for the entire Defence Set-up including the  Armed Forces. Was administrative and publicity head of the twenty five Branch Offices under the DPR Set-Up (February 2001 to August,2003).
11) PRESS INFORMATION BUREAU,KOLKATA:
  Posted as Addl. P.I.O./ Dy. D.G.,PIB, Kolkata. Responsible for media work in
respect of the Central Ministries and Organisations (2004-06).
